That's a fan-made car based on the Re-Volt gallery picture lib13b.bmp: An old concept of car, made by Paul Phippen probably. This picture is only available in the Dreamcast version of the game.
Please note that 'Hydrox' is a fictitious name, not the real name of the car.

Hydrox is probably my favourite non-Pure car. It looks great (I know it was based on a concept art image, but that doesn’t change it; plus it takes skill to go from concept art to a model that works well in-game), the textures are cool, and the handling is unique and challenging.
